Sullivan County Family Literacy Program

Mission Statement
The Family Literacy Program encourages parents as their children's first and most influential teacher. Activities are chosen to reinforce literacy and educational opportunities for adults and language development in children.

Program Components
The Family Literacy Program follows the guidelines of Pennsylvania's Family Literacy Indicators of Program Quality and focuses on program characteristics and practices that provide evidence of the ability to deliver quality educational services that meet program participant needs while at the same time striving to improve program accountability. The Indicators of Program Quality (IPQ) consists of the following:

1. Family Outcomes and Program Accountability

Key Concept: The program integrates the four components of family literacy to provide educational opportunities for adults and children with quality of program services judged by family outcomes and participant satisfaction.

2. Instructional System

Key Concept: The program applies an instructional system that integrates ongoing assessment, planning for instruction, appropriate curriculum frameworks, research based delivery of instructional practices that meet the needs of adults, families, and children.

3. Program Leadership and Continuous Improvement
Key Concept: The program leadership has employed strategies, systems, and methods for achieving excellence and demonstrates accountability to all families as stakeholders in a multi-component program. Key elements to fulfilling the program vision incorporate General Management and Planning, Resources, and Staff.

4. Professional Development
Key Concept: The program provides professional development activities that contribute to well trained literacy program coordinators, adult and early childhood educators, who ensure that educational services maximize family outcomes.

5. Community Collaboration and Support
Key Concept: The program provides coalition building with interagency partners that effectively integrate services so families can reach their educational and personal goals in an efficient and effective manner.
